Cash Security Ordinance (KassenSichV): What's new in 2021?

Slowly but surely, what has been true for a long time is catching on: the Cash Register Security Ordinance (KassenSichV for short) is forcing users of electronic cash registers to look at the guidelines and upgrade their systems accordingly. However, the ordinance is not set in stone - there will also be innovations in 2021.

 

On March 23, 2021, the BMF a draft bill to amend the Cash Protection Ordinance. In addition, a government draft has been published in this regard. Key question of the draft: To what extent should the Scope of the KassenSichV be adjusted?

  • Due to their similarity to ticket printers are subject to Automatic pay stations and parking ticket machines in the parking area will no longer comply with the new regulations in the future. The same applies to Charging stations for electric or hybrid vehicles.
  • Upgrading a cash register with a BSI-certified TSE will also apply to EU taximeter and odometer.
  • Details are specified individually in the §§6a and 6b KassenSichV as the equipment in question is difficult to compare with electronic/computerized cash registers and thus requires differentiated regulations.

Section 6 of the German Cash Register Security Ordinance (KassenSichV) will be supplemented in 2021 by an additional innovation: In addition to the already mandatory information on sales receipts, further information will now be added. These are considered to be new minimum disclosures and refer to the Test value of the document according to § 2 sentence 2 no. 7 KassenSichV and the continuous counter (also Signature counter called). Furthermore, the Serial numbers from the TSE and from the recording system appear on the receipt. The purpose of this is to ensure document verification even outside the taxpayer's business premises.

Another point is optional: The TSE QR code may in future be printed on a document as an alternative to the data output in readable form. This shortens the document and saves resources.
